The F-16 designers had focused on the fact that the plane would use external tanks to arrive in the fighting, unhook, fight and then return to the base with the internal fuel. Therefore the internal dispensers should not provide "round-trip", but only the "return", so they could be smaller. This allowed significant savings in size and weight, which translated into better performance.
