This jet is executing a high performance take-off. The photo was taken the split second that the pilot "rotated", ie pulled back on the stick, the nose wheel off the ground. It gives the illusion that the pilot is "tail walking" the jet but that would be highly dangerous (and against regulations) to do a manuever like that so close to the ground.
